Legal Issues in Special Education: What School Administrators and other Educators need to Know

Dr. Joseph Merhaut is the Chairperson of and faculty member in the Special Education Department at Slippery Rock University. He received his undergraduate degree in Special Education from SRU. He earned his M.Ed in School Leadership with Principal Certification from California University of Pennsylvania. He also earned a doctorate in Educational Leadership from Duquesne University and has a superintendent’s Letter of Eligibility in Pennsylvania. Dr. Merhaut was a special education teacher for 8 years in public schools and served as a principal and assistant principal in two school districts in Pennsylvania. Dr. Merhaut also served as a Hearing Officer for the Office for Dispute Resolution. He served on the Pine-Richland School District Board of school directors for a four year term and one of the years as President. Dr. Merhaut received the President’s Award for Excellence in Teaching for outstanding teaching, scholarship and service at Slippery Rock University in 2009. Dr. Merhaut does work throughout Pennsylvania in public schools in the areas of inclusion, special education law, differentiated teaching practices and data driven instructional practices. He has recently co-published an article in the Journal of Ethnographic and Qualitative Research.
